We do not hold meetings in July or December. \nThe meeting is now closed to additional guests as 25 registered Republicans in Sacramento County who signed up in advance have been informed they will be admitted to observe the Central Committee Meeting.  \nThe February agenda will include a discussion on education issues and the work of our School Districts Committee as well as plans for participation in community events in 2023. We will be pleased to welcome 2022 Candidate for Supt. of Public Instruction Lance Christensen\, as well as School Board Members Jen Laret and David Reid (Folsom Cordova) and Craig DeLuz (Robla) for the education discussion. \nThe CAGOP will hold their Organizing Convention in Sacramento March 10-12. Delegates from the Central Valley will meet on Saturday morning of the Convention to elect a new Vice Chair for the Central Valley Region that runs from Sacramento to Kern County. We will hear from candidates who are running for that position\, including former Vice Chair Lisa Moreno\, and Robla School Board Member Craig DeLuz.

This seat was held by Kevin Bassett who resigned when he moved to a position at a public agency. \nCandidates for CAGOP Central Valley Vice Chair Lisa Moreno and Craig DeLuz addressed the Committee talking about their plans should they achieve the position. Delegates at the CAGOP Convention will select the Vice Chair who will represent the region on the CAGOP Board of Directors. \nA panel discussion on education issues featured Lance Christensen and School Board Trustees Jen Laret\, David Reid\, and Craig DeLuz as well as SacCountyGOP School Districts Committee Members Mona Graham\, Kimberly Kennedy Woods\, and Thomas Silva. The Committee plans to host an Education Town Hall with Lance Christensen (CA Policy Center) in March or April.  \n

DESCRIPTION:On April 3rd\, Sacramento area parents and educators attended a Town Hall Meeting where California Policy Center’s Lance Christensen led a forum on Taking Back California Education!  \nBelow are pictures from the event. \n			\n				\n					\n					\n					\n				\n				\n					\n					\n					\n				\n				\n					\n					\n					\n				\n				\n					\n					\n					\n				\n				\n					\n					\n					\n				\n				\n					\n					\n					\n				\n				\n					\n					\n					\n				\n				\n					\n					\n					\n				\n				\n					\n					\n					\n				\n				\n					\n					\n					\n				\n				\n					\n					\n					\n				\n				\n					\n					\n					\n				\n				\n					\n					\n					\n				\n				\n					\n					\n					\n				\n				\n					\n					\n					\n				\n				\n					\n					\n					\n				\n				\n					\n					\n					\n				\n				\n					\n					\n					\n				\n				\n					\n					\n					\n				\n				\n				\n				\n				\n				\n				Lance Christensen\, Vice President\, Education Policy & Government Affairs\, California Policy Center \nLance Christensen brings two decades of public policy and political experience to the California Policy Center where he serves as the Vice President of Education Policy and Government Affairs. Christensen was also one of the principal architects of the recent school choice initiative proposal in California and candidate for California Superintendent of Public Instruction on the November 2022 statewide ballot. \nBefore his tenure at CPC\, Christensen worked as a legislative consultant in the California State Senate and as a finance budget analyst at the Department of Finance. More recently\, Christensen served as chief of staff and senior policy advisor to former California State Sen. John Moorlach. He was also the inaugural director of Reason Foundation’s Pension Reform Project\, setting the stage for major reforms in state and local retirement programs across the country. Christensen’s research and commentary on education issues and state and municipal fiscal policy is regularly published in national and local publications\, and he appears frequently on radio\, television and podcasts. \nChristensen earned his bachelor’s degree in English from Brigham Young University and a master’s degree from Pepperdine University’s School of Public Policy\, specializing in international relations. Based in northern California and frequently working in Sacramento and Orange County\, Christensen is fully engaged in his community\, coaching any number of youth leagues\, sitting on various boards and serving in lay positions in his church. He is a happily married father of 5 children\, all of whom are seventh-generation Californians.

Citrus Heights business owner Natalee Price announced her intention to run in this seat. Price ran for Citrus Heights City Council in 2022 and nearly defeated the Democrat incumbent\, losing only by 12 votes. The Central Committee will endorse in this race.

A representative of Move America Forward\, SacCountyGOP’s charity of choice for the 2023 Holidays\, will describe their program to send care boxes to deployed troops. We will also fill a vacancy in District 5. \n			\n				\n				\n				\n				\n				\n			\n			\n				\n				\n				\n				\n			\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				What Happened at the October Meeting? \nThe Central Committee unanimously agreed to take the following positions on state ballot measures: \nACA 1 – Voter Approval Threshold for Local Bonds – Oppose \nThis measure would allow a city\, county\, or special district\, with 55% voter approval\, to incur bonded indebtedness or impose specified special taxes to fund projects for affordable housing\, permanent supportive housing\, or public infrastructure\, as specified. \nACA 13 – Voter Approval Threshold for Initiatives – Oppose \nRequires an initiative constitutional amendment to comply with any increased voter approval threshold that it seeks to impose on future ballot measures. Guarantees in the state constitution the ability of local governments to submit advisory questions to voters. \n21-0022 – Income Tax Increase/Pandemic Response – Oppose \nIncreases tax on personal income over $5 million by 0.75% for 10 years and allocates new tax revenues as follows: 50% to the California Institute for Pandemic Prevention (established by this measure)\, to award grants for research and development of technologies to detect and prevent future pandemics; 25% for public health programs for pandemic preparedness; and 25% for improvements to school facilities to limit disease transmission. Creates Independent Scientific Governing Board to administer the Institute; requires board members have specified medical\, technological\, or public-health expertise. \n21-0027 – PAGA Reform – Support \nRepeals 2004 law allowing employees to file lawsuits on behalf of themselves and other employees against employers to recover monetary penalties for certain state labor-law violations. Labor Commissioner retains authority to enforce labor laws and impose penalties. Eliminates Labor Commissioner’s authority to contract with private organizations or attorneys to assist with enforcement. Requires Legislature to provide funding of unspecified amount for Labor Commissioner enforcement. Requires Labor Commissioner to provide pre-enforcement advice; allows employers to correct identified labor-law violations without penalties. Authorizes increased penalties for willful violations. \n21-0042 – Taxpayer Protection Act – Support – HJTA \nCloses loopholes by amending the state constitution\, overriding any conflicting court rulings that were based on a disputed interpretation of the constitution’s current language. For new or increased state taxes currently enacted by two-thirds vote of Legislature\, also requires statewide election and majority voter approval. Limits voters’ ability to pass voter-proposed local special taxes by raising vote requirement to two-thirds. Eliminates voters’ ability to advise how to spend revenues from proposed general tax on same ballot as the proposed tax. Expands definition of “taxes” to include certain regulatory fees\, broadening application of tax approval requirements. Requires Legislature or local governing body set certain other fees. \n21-0043 – $18 Minimum Wage – Oppose \nExisting law requires annual increases to California’s minimum wage until it has reached $15.00 per hour for all businesses on January 1\, 2023. This measure extends these annual increases ($1.00 per year) until minimum wage—currently\, $15.00 per hour for businesses with 26 or more employees\, and $14.00 per hour for smaller businesses—reaches $18.00 per hour. Thereafter\, as existing law requires\, the minimum age will annually adjust for inflation. In periods of decreased economic activity\, or General Fund deficit\, the Governor may suspend annual increase up to two times\, thereby extending timeline for reaching $18.00 per hour. \n23-0005 – Death Tax Repeal (in circulation) – Support \nReinstates property tax reassessment rules for certain real property transfers between family members (including by inheritance)\, which voters eliminated through Proposition 19 in 2020\, reducing local property tax revenues and eliminating funding source for Proposition 19’s California Fire Response Fund. Allows transfers to children (or grandchildren if parents are deceased) without property tax reassessment of: (1) principal residence\, regardless of current value or continued use as principal residence; and (2) $1 million in other real property. Starting in 2025\, properties assessed under Proposition 19 may be reassessed under reinstated rules. \nWe heard campaign updates from endorsed candidates including Craig DeLuz for Congress (District 6)\, Tom Silva for Congress (District 7)\, Preston Romero for Assembly (District 6)\, Dr. Vinaya Singh for Assembly (District 10)\, and Mayor Rosario Rodriguez for County Supervisor (District 4)\, and reports on the successful booth at the Elk Grove Pumpkin Festival.

Danielle previously served as the Alternate for this seat. \nChair Betsy Mahan reported on the successful Harvest Reception\, hosted by Nina Caron in Gold River and featuring Howard Jarvis Taxpayer Assn President Jon Coupal and Senator Roger Niello. Mahan also announced that the next fundraiser will take place on February 13th featuring Fox News Contributor Steve Hilton (see Hilton’s message to SacCountyGOP below). \nThe Committee heard a briefing on the Special Election results and congratulated San Juan USD Board Member-Elect Manuel Perez on his victory. This changes the balance of power on the school board which bodes well for parents\, students and faculty who are ready to get politics out of the classroom and back to the basics. \nAll were invited to support Move America Forward\, a non-profit that provides care boxes to deployed soldiers. YR President Taylor Brown announced upcoming events and trainings.

Over 60 ballots were collected\, observers were trained\, and phone calls made to support our candidates at the Open House. Presidents’ Day Keynote Speaker Steve Hilton was inspiring and we thank all sponsors and volunteers who made the Dinner a success. \nThe Central Committee unanimously approved the Executive Committee recommendations on ballot measures as follows: \n\nYes on Homelessness\, Drug Addiction\, and Theft Reduction Act (Reform Prop. 47)\nYes on Protect Kids of California Act of 2024 (parental notifications/no boys in girls sports or bathrooms/prohibits sex changes for minors)\nNo on City of Sacramento Measure C (business operations/license tax increases)\n\nWe also heard a presentation by Robert Goss\, Folsom Takes Action\, promoting a special sales tax increase of 1% to support community services. Nick Bloise stated on behalf of the Sacramento Taxpayers Association that they are in opposition. The Committee will revisit the issue in the future if the measure qualifies for the November ballot. \nChair Mahan gave a report on voter outreach\, including over 3\,000 calls made to date\, texting and email campaigns to promote SacCountyGOP’s Voter guide\, joining in on candidate walks\, and the Pick Up 50 program where Republicans can take 50 Voter Guides and distribute them to their friends\, neighbors\, and colleagues.

She cautioned candidates and Committee members against use of negative messaging due to the impact it has on voter turnout and candidate recruitment. A proposed Bylaw amendment was announced and will be considered at an upcoming meeting to clarify the obligations of individual committee members and candidates pertaining to personal endorsements. \nThe Chair also announced that SacCountyGOP will have Trump campaign signs available at the end of March\, and we are taking orders for larger signs. She also encouraged all to help circulate petitions for the Fix 47 ballot measure\, including a series of signing events on April 6th. Volunteers can contact Garrett Hamilton if they would like to help at Ace Hardware locations on April 6th.  \nCurrent voter registration data for Sacramento County was provided as follows: \nDemocrats: 396\,139 (46%) a decrease of almost 3\,000Republicans: 218\,513 (25%) an increase of over 4\,000No Party Preference: 185\,311 (21%) a decrease of 2\,000 \nBen Granholm from Swing Strategies briefed the Committee on pending state ballot measures\, including those that have met the 25% threshold to qualify for the November ballot.  \nMarch Primary Voter Outreach Report: \nCalls made – 10\,000Emails sent – 27\,000Texts sent – 25\,600Ballots Collected – 170Website Pageviews during election – 22\,138Google Profile Interactions – 261 \nChair Mahan thanked the SacGOP Office team for helping voters navigate the election\, Voter Outreach Coordinator Mike Story for his phone banking operation\, Nina Caron and her team who administered the Election Observer Program\, and all volunteers and donors. \nElection Integrity Officer Nina Caron reported on the vote centers and drop boxes that were monitored and asked for more volunteers to step up for the November election. Trainings will begin in September. \nBarbara Sloan announced the calendar of events where SacCountyGOP will have a presence\, including an upcoming Gun Show and the Sacramento County Fair. Bob Blymyer announced we will participate in the AutoRama at CalExpo and invited volunteers to sign up.

The Committee will also fill two vacancies\, and they will consider a Bylaw Amendment supported by the Executive Committee clarifying Member obligations relating to endorsements. \n			\n			\n				\n				\n				\n				\n			\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				What Happened at the April Meeting? \nChair Mahan announced that the Fix 47 campaign has submitted over 900\,000 signatures\, making it very likely the measure will appear on the November 2024 ballot. This needed reform for Prop. 47 addresses smash and grab thefts\, repeat offenders\, and adds Fentanyl to the list of hard drugs so armed drug dealers will be charged with a Felony. It also provides addiction and mental health services for treatment-mandated felony charges. \nTwo vacancies were announced in Districts 2 and 5 as the incumbents are now Ex-Officio’s. The Executive Committee will recommend candidates to fill the seats at the May meeting. \nChair Mahan thanked Associate Tim Buckley for his generous campaign to sell conservative books with proceeds donated to SacCountyGOP. \nBen Granholm provided a refresher course on Parliamentary Procedure and Roberts Rules of Order. All Committee Members are expected to follow these protocols to ensure respectful and efficient meetings. \nSadie Foster announced an upcoming Tech Training provided by the Leadership Institute. It will take place the day before the CAGOP Convention in Burlingame at the same hotel.  \nBarbara Sloan led a discussion on community events and received suggestions from Committee members to expand SacCountyGOP’s reach in the County. She reminded the Committee that volunteers are needed for May events\, including the Sacramento County Fair. and the AutoRama at CalExpo. \nChair Mahan reported that over $10\,000 needs to be raised to cover costs of the Republican Booth at the California State Fair. SacCountyGOP has always hosted the State Fair booth at Cal Expo\, in addition to their own County Fair. Republican County Committees and Organizations throughout the State are encouraged to support the Republican booth and to provide volunteers. \nVoter Contact Coordinator Mike Story reported on the timeline for starting phone banks and walks. It is not yet confirmed if the CAGOP will cover the costs of phone banks for candidates\, or counties. Most voter contact programs will begin in September. Candidates were encouraged to contact Mike now to discuss their plans and needs. \nNina Caron reported that there will be about 80 Vote Centers to observe in the November Election\, and now is the time to apply if you want to work for the Elections Department\, counting or receiving ballots. We recommend all candidates obtain approval for any actual or implied endorsement in advance of listing an individual’s name or image on their campaign social media or website. \nBarbara Sloan reviewed the list of upcoming events\, including the Sacramento County Fair and Bob Blymyer reported on the successful Republican Booth at the AutoRama. \nChair Mahan reminded the Committee that over $10\,000 needs to be raised to cover costs of the Republican Booth at the California State Fair. SacCountyGOP has always hosted the State Fair booth at Cal Expo\, in addition to their own County Fair. Republican County Committees and Organizations throughout the State are encouraged to support the Republican booth and to provide volunteers. Committee members represent all five Supervisor Districts as follows: \nDistrict 1 – Sadie FosterDistrict 2 – Brenda BennettDistrict 3 – Nick BloiseDistrict 4 – Aaron SilvaDistrict 5 – Carol Fogle \nTreasurer Forte also announced a proposed change to the Bylaws\, approved unanimously by the Executive Committee\, that will clarify the Treasurer may retain\, with Executive Committee approval\, a professional service to serve as Assistant Treasurer\, and to facilitate filings and financial transactions as directed. The full language of the amendment was provided to Committee Members well in advance of the 30 days notification requirements\, and the vote will take place at the August meeting. \nBarbara Sloan reviewed the list of upcoming events\, including the Sacramento County Fair and community events in Fair Oaks\, Citrus Heights and Elk Grove. Candidates may attend to provide an update on their campaign. \n			\n			\n				\n				\n				\n				\n			\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				What Happened at the September Meeting? \nThe Central Committee unanimously passed a revision to the Bylaws that clarifies some of the functions of the Treasurer and the Executive Committee. \nBarbara Sloan reported on very successful community events in Citrus Heights and Fair Oaks. Many thanks to the volunteers who greeted voters at our booths! The next one will be at the Elk Grove Giant Pumpkin Festival Oct. 5-6. \nChair Mahan reported on two upcoming SacGOP-hosted events\, including the Fireside Chat with Lanhee Chen and Senator Roger Niello on Oct. 2\, and the Candidate Open House and Ballot Collection on Oct. 12 at SacGOP Headquarters. \nCommittee Members met in their respective Supervisor Districts to plan neighborhood walks as soon as ballots are mailed. We will also discuss plans for our Holiday Charity project. This will be the last meeting for the current Central Committee. \n			\n			\n				\n				\n				\n				\n			\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				What Happened at the October Meeting? \nThe Committee received a briefing on all GOTV activities including phone banks\, walks\, emails\, texts\, newspaper ads\, printed and mailed Voter Guides\, and use of digital methods.  \nChair Mahan reported on the successful reception with Lanhee Chen and the October 12 Open House where voters were able to drop off their ballots and meet the candidates. Mahan also announced the SacGOP is holding an Election Night Party at Brookside Restaurant (near headquarters) and everyone is welcome. \nNina Caron reported on her Election Observer program having trained over 100 volunteers to watch Vote Centers and the closing of Drop Boxes on Election Night. \nChristian Forte asked all District Precinct leaders to report on walks held\, with District 5 taking the lead in houses walked. \nBarbara Sloan reported on successful community events held in Fair Oaks\, Elk Grove and Citrus Heights. Many thanks to the volunteers who ran our information booths and handed out Voter Guides. \nEndorsed candidates were given the opportunity to report on their campaigns and Clubs announced upcoming events. DESCRIPTION:The Sacramento County Republican Central Committee will hold their Organizing Meeting on Thursday\, January 23rd starting at 6:30pm and concluding by 8pm. Regular meeting dates going forward will be determined at this meeting.  \nNewly elected Regular Committee Members\, Ex-Officio’s and their Alternates will gather for the first meeting of the new Committee. The Organizing Meeting Agenda is outlined in our Bylaws and will include the Oath of Office Ceremony given by Senator Roger Niello\, approval of Bylaws\, and the election of officers. Alternates may vote only if their Regular or Ex-Officio Member is not present. Time permitting\, the Agenda will also include filling vacancies that exist in Districts 1\, 4 (2 seats) and the Ex-Officio seat in Senate District 8. \nSacramento County registered Republicans that signed up in advance will be admitted as a guest observer at the meeting. This meeting is not open to voters registered outside of Sacramento County. The Federal Account\, where most expenses are funded\, stands at $18\,117.  \nChair Mahan announced an upcoming Discussion Session for current and recently elected Republican school board members\, featuring Assemblyman Josh Hoover. She also highlighted our webpage that includes details about securing tickets to the Trump-Vance Inaugural events in Washington D.C. on January 20th. Mahan announced that the Organizing Meeting will take place in January and the date will be announced by the Executive Committee in December\, per our Bylaws. \nThe SacGOP headquarters team collected close to 800 ballots during the election\, and the voter outreach program was explained. The website had 21\,375 pageviews as voters looked for guidance prior to submitting their ballots. \nThe SacCountyGOP Election Night Watch Party was held at the Brookside Restaurant as we celebrated the victory of Trump/Vance\, Assemblymen Hoover and Flora\, Congressman Kiley\, and dozens of local Republican candidates.  \nElection results were announced and Nina Caron reported on her successful Election Integrity program. \nThe Holiday Charity will be Move America Forward as volunteers may come on December 20th to pack boxes of Christmas goodies for deployed troops.

This Committee will review the transfer of documents and assets\, as well as the financial status of the Committee as required by our Bylaws. \nChairman Forte reviewed his plans to form Committees to perform several functions and invited Committee Members to inform him of their interests.
